Enterprises that started operations during the reporting year and are subject to the requirement, specifically:- Natural and legal persons who:
- Employ individuals under labor or civil service contracts.
- Have signed management and control agreements or proxy contracts.
- Host individuals undergoing training or internships.
- Engage in activities under contracts for production or services signed with natural persons (contractors), provided these activities are not one-off or short-term in nature.
- Legal or natural persons who do not employ their own workers but utilize workers provided by a temporary employment agency.
- Individuals working on their own account in partnership with others.

Enterprises With Changes in Declarable Circumstances
Enterprises that, as of December 31, have experienced changes in circumstances subject to declaration compared to the last submitted declaration.

- Ordinance No. 3 of February 23, 2010, on the format, content, procedure, and method for submitting and storing the declaration under Article 15, Paragraph 1 of the Health and Safety at Work Act.

What Is the Deadline for Submitting Declarations Under Article 15 of the HSW Act?
The deadline is annually from January 1 to April 30.
Where Is the Declaration Submitted?
The declaration is submitted to the territorial directorate of the Labor Inspectorate at the registered office and address of the enterprise or electronically.
For Which Year Is the Declaration Submitted During the Period January 1 – April 30, 2025?
During this period, declarations are submitted for the previous year, 2024.
Is Submission Mandatory in Case of Changes in Declarable Circumstances?
Yes, submission is mandatory when changes occur, such as:
- The name, registered office, or address of the legal or natural person.
- The primary and secondary activities of the enterprise, its divisions, or the size of the enterprise.
- Workplaces involving outdoor work, underground work, aerial work, work on or under water.
- Hazards posing risks to health and safety.
- The necessity of using personal protective equipment.
- Workplaces with video display terminals.
How Is the Declaration Prepared?
The declaration is prepared via the Electronic Administrative Services Portal of the General Labor Inspectorate Executive Agency (GLI EA) at: https://public.gli.government.bg/git_public.
How Is the Declaration Submitted?
Once prepared, the declaration can be submitted in two ways:
In Person:
- Print, sign, and stamp the declaration.
- Download it as an XML file via the portal and save it on an electronic medium (preferably not a floppy disk).
- Present the printed declaration and electronic medium to the territorial directorate of the Labor Inspectorate.
Electronically:
- Complete the data on the portal, sign with an electronic signature, and submit via the portal’s submission button.
Will the Electronic Medium Be Returned to the Submitter?
Yes, the electronic medium is returned to the submitter after the information is accepted.
What Should I Do After Submitting the Declaration?
- For In-Person Submissions:
- Wait for the officer to review the XML file. If everything is in order, they will issue a receipt with an incoming number and date.
- For Electronic Submissions:
- You will receive an email confirmation with an incoming number at the email address provided during the online submission.
When Can the Declaration Be Rejected?
The declaration may not be accepted in the following cases:
- In-Person Submission: If the electronic medium cannot be processed by the officer, it will be returned, and the declaration will be considered unsubmitted. A new medium must be provided within 7 working days from the date of refusal.
- Paper Copies: Declarations on paper without a signature and stamp will not be accepted.
- Incomplete or Irregular Declarations: If the submitted declaration is incomplete or irregular, a Labor Inspectorate officer will notify the obligated person within 60 days and set a deadline of 30 working days for corrections.
